Current NPC Projects

Following is a brief listing of the projects NPC is currently working on. For more detailed, up-to-date information about these issues, come to our next monthly meeting. Also, the NPC Newsletter provides members with a brief report on all ongoing issues.


 

Ongoing Issues

Bauer's Farm

  • Update 11/09: Mr. Sapperstein is pursuing the sale of this property to the Maryland Dept. of Natural Resources or, possibly, Baltimore County.  Through a conversation with Mr. Sapperstein, all pertinent departments were to have their comments completed by November 6th.   The project is scheduled to go before the Maryland Department of Public Works in mid-December and seek approval of the purchase by the State.

Fort Howard VAC Re-Development (Housing)

  • Update 11/09: We are still pursuing the Veterans Administration for detailed information relative to the lease agreement with Federal Development.

 Harbor Team Project at Sparrows Point (Dredging)

  • Update 11/09: (by Fran Taylor) I will have a report at the next Council meeting. The Harbor team is meeting after publication of this newsletter.

Hart-Millers Island (Ideas for North Cell Future)

  • Update 11/09: (by Fran Taylor) Less that 2 months to go!!!! On December 31, 2009 HMI will stop receiving dredge material. Future uses for the island are being discussed.

AES/LNG Project at Sparrows Point (Environment)

  • Update 07/09: No further information is available at this time on this project.

Mud Puddle / Ross and Wells - North Point Road

  • Update 11/09: The project is nearing completion. The project paving has slowed to a near standstill, however, paving work has restarted.  We have communicated with Baltimore County and are pushing for completion.
 Flag Poles at Monument & Todd's Inheritance

  • Update 10/09: All 3 flag poles have been erected and all flags are proudly flying.  The 2 additional poles at the monument make an important and proud addition.  Thanks to Frank Hammond, NPC director, for his work arranging for the purchase and installation of the poles.
 Restoration of Pleasure Island Beaches

  • Update 11/09: This project has now been approved, funded, and contract awarded.  The contractor is Coastal Design and Construction.  Funds totaling $4.5 million were provided by the U. S. Government Stimulus Project, Department of Natural Resources, and the Maryland Port Authority.  Mobilization of contractor and start of construction will be in December, 2009.
 Speed Cameras in School Zones

  • Update 11/09: Per discussion with Mr. Bill Toohey, Baltimore County Police Department spokesperson, speed cameras will not be installed until January, 2010.  Signs will be erected announcing “Speed Camera Zone” near schools..

North Point Peninsula Community Plan

We are taking a new approach to implementing the projects in our community plan and have selected three projects to concentrate on.  Namely: Streetscape - Community Boat Ramp at North Point Creek on Oak Road – the Playground at Ross and Wells Avenues.  More information is available on these projects in other locations in this newsletter.

Heritage Trail: Walking and Bike Paths that Enhance Pedestrian Mobility, Access, and Safety. The Trail May Also Align with Historic Sites and Natural Resources in the Area.

  • Update 11/09: (by Fran Taylor) We have been invited by the National Park Service to serve on an advisory committee regarding suggestions for the National Star Spangled Banner Trail. The first meeting will be held in December. Any suggestions from the Community will be greatly appreciated. Please write down your thoughts and email or mail to us.

Streetscape: Traditional Streetscape Improvements and Upgrades to the Roadway (Storm Drain Systems, Pedestrian Lighting, New Curbs, Gutters, and Sidewalks in Selected Areas) Along North Point Road from Delmar Avenue on the North to Willow Avenue on the South.

  • Update 11/09: (by Fran Taylor) To say the least, the progress on streetscape implementation is disappointing and frustrating. As reported by Mr. Ray Heil to the Council, issues such as land acquisition, storm water collection, and funding are all factors in getting this project moving. These are all aspects of the project that we have been told were resolved or near final resolution. The Bicentennial Celebration of the War of 1812 Battle of North Point is less than 5 years away. We had hoped that this project would be completed before the upcoming events. If you think that  traffic management, pedestrian safety, and a modern attractive appearance is important to the citizens of the Peninsula, please contact our County Councilman and other elected officials and ask their help in getting this project moving.

Community Boat Ramp at Oak Road: Mr. Sapperstein is committed to building his community boat ramp at Bauer’s Farm.  This is a provision that is part of his agreement with Baltimore County DEPRM on this property.  It will subsequently be a part of the agreement with the State DNR if the sale of the property comes to fruition.  We are awaiting the information from Mr. Bob Barrett, Baltimore County Recreation and Parks, on the status of this project and that is the building of a boat ramp at the Oak Road Park site..

  • Update 11/09: BOAT RAMP AT BAUER’S FARM - This boat ramp is still in the mix with other issues securing the sale of Bauer’s Farm.  In any case, we have been assured and believe a boat ramp is still in the picture for this sight. BOAT RAMP AT OAK ROAD - One resident of the area surrounding this boat ramp site has voiced their concern and not support of this boat ramp location.  It is felt that more input is necessary from area residents to learn of their collective support or non-support.  We would like to hold a meeting with residents of the surrounding site.  Please call Harry Wujek at 410-477-3232 if you’d like to learn more about this project at a community meeting. 

Chesapeake Avenue Drainage: Improvement to Drainage Along Residential Street.

  • Update 11/09: A meeting was held on Tuesday, October 27th, with residents who are directly impacted by this project since drainage piping would pass through easements on their properties.  Three such conditions exist on the road.  One resident has agreed to the plan, one condition involved two adjacent properties (property line) and one resident has agreed and the second resident (adjacent) is considering.  The third resident is out of town and not available until November 30.  

Community Playground at Wells / Ross Avenues: Need for Additional Playgrounds in Community.

  • Update 04/09: No new information available at this time. 

Karll Trust Property: Potential Park Site (Behind Food Lion)

  • Update 11/09: Loretta Anderson and Harry Wujek began a house to house canvas of the residents on Chesapeake Avenue and will also canvas residents on Main Avenue.  They are requesting support to develop this property with ball fields for community children.  The principal question being asked is, “Would you support this project if you were presented a concept plan that met with your satisfaction and addressed your concerns?”  The canvas will continue for the next few weeks with additional committee members..
